The Board of Peace was established in 2026 as a mechanism for promoting stability, restoring governance, and securing peace in conflict-affected area, and claims a mandate extending beyond Gaza. Its Charter consequently raises fundamental questions about the Board’s legal status, institutional powers, and relationship with the United Nations. This article examines whether ratification of the Charter is compatible with contemporary international law and the UN Charter, particularly the principles of sovereign equality, collective security, and the allocation of responsibility for maintaining international peace and security. The article further considers Bulgaria’s participation from a constitutional perspective. It contends that accession could not validly be undertaken through executive signature alone, but required further acts in accordance with Bulgaria’s constitutional rules governing international treaties and state sovereignty.
