This paper examines Bulgaria's refugee policy since 1989, tracing the institutional and legal framework for international protection and the shift from transit state to settlement destination, intensified by the Syrian crisis. It analyzes three stages of state intervention—reception, status determination, and integration—noting policy regression after 2013 and the civil sector's compensatory role. It concludes that refugees form a new, heterogeneous minority requiring integration approaches distinct from those for historical ethnic minorities
