Описание
This paper examines how structural constraints and political interests affect the effectiveness of the United Nations. Using qualitative content analysis and comparative case studies, it focuses on decision-making within the Security Council. The findings show that the privileged position of permanent members and the use of veto power can block collective action, limit timely responses to crises, and reinforce the influence of national interests over institutional mechanisms.
